Events with multiple co-sponsors must designate a single main organizer. \n* One event can be organized by one main organizer and co-organized by multiple entities (*co-organizers or co-sponsors*).\n\n### **Format**\n\n* A side event can be organised in the formats of a panel, discussion, debate, fireside chat, etc. \n* Organiser of side event need to inform format of their side event in advance for better arrangement & **room allocation** as well as clarify on logistical limitations, by 22 September 2025\\.\n\n### **Application Process**\n\n* Deadline for applications of side event: **15 Sep 2025** \n The application form will be available online \\- link will be sent to DAO upon registration of main event. \n Please fill in all fields. \n* Requests will be accommodated in the order of receipt of the application. Requests submitted by Member States will be accommodated first. \n* Receipt of submission for side event application DOES NOT means the side event is confirmed but only when an email of side event confirmation is sent out by the signing ceremony Organizing Committee. *This email confirmation will be sent out around 1.5 months before the signing ceremony.* \n* Organizers can send one consolidated list of their co-organizer (co-sponsors) and speakers (*name, passport, title & organization*) to Viet Nam by 22 September 2025 (it is the responsibility of the organizer to confirm and verify their co-sponsors).\n\n### **Logistical requirements**\n\n* **Room arrangement and equipment**: \n * Please refer to NCC website [National Convention Center (NCC)](https:\/\/ncc.gov.vn\/), Room on 2nd floor and category for reference of occupation and capacity of the room. \n * Organiser of side event is requested to present their room & chair arrangement plan by 22 September 2025 (together with their consolidated list of co-organisers). \n Other request for special room arrangement (chairs, podium, table, projectors, number of microphones) should also be communicated in advance, by 22 Sep 2025\\. \n Please note that special requests to alter the meeting room to its original constructed form is not accepted. \n No online streaming service will be provided. \n No requests to alter the physical structure of the meeting rooms (e.g., removing fixed partitions or ceilings) will be entertained. \n * Each conference room can be equipped with 01 projector, 01 screen for display and 02 microphones, and a default number of tables and chairs \u2013 the number of chairs and tables will be arranged upon notices by organizer (22 Sep 2025). \n * Organizers of side events are responsible for all other electronic equipment including laptops. \n * Organizers of side events are responsible for their own multi-media recording. \n * Technical staff will introduce organizers to the equipment shortly before the start of the event. Reasons - Context**\n\nModel United Nations (MUN) is a simulation of a United Nations conference. Participating delegates will act as representatives of a country\/ state\/ organization, making statements based on their national-state-organization stance on global issues raised in the conference agenda. The main principle in the conference is to reach consensus among the majority of delegates while ensuring the individual interests of each party. \n\nCybercrime is an evolving form of transnational crime. The complex nature of crime as one that takes place in the border-less realm of cyberspace is compounded by the increasing involvement of organized crime groups. Perpetrators of cybercrime and their victims can be in different regions, and its effects can ripple through societies around the world, highlighting the need to mount an urgent, dynamic and international response.\n\nThe MUN will focus specifically on the United Nations Convention against Cybercrime in the form of Conference of the States Parties to the United Nations Convention against Cybercrime. \n\n**2.\tObjectives**\n\nModel UN (MUN) Conference of the States Parties to the United Nations Convention against Cybercrime offers a popular way to learn about the United Nations Convention against Cybercrime and to give tomorrow\u2019s leaders an insight into negotiating at the international level for delegates who wish to integrate crime prevention and criminal justice issues into their simulations.\n\nIts purpose is to:\n- Promote, facilitate and support international cooperation and technical assistance in the prevention of and fight against cybercrime.\n- Promote integrity, accountability and awareness of youth towards the issue of cybercrime.\n\nThe objective of the MUN Conference of the States Parties to the United Nations Convention against Cybercrime is to improve the capacity of and cooperation between States parties to achieve the objectives set forth in the Convention.\n\n**Conference of the States Parties:** After entry into force, a Conference of the States Parties will convene periodically to improve the capacity of and cooperation between States Parties to achieve the objectives of the Convention and to promote and review its implementation.\n\n**3.\tMethodology and Structure** \n\n**Attendance**\n\n- **States Parties:** Each delegation participating in a session shall be represented by one representative, who may be accompanied by alternate representatives and advisers that may require (3 people each delegation).\n- **Observers:**\n\n o\tSignatories: State or regional economic integration organization signatory to the Convention shall be entitled to participate as an observer in the Conference.\n\n o\tNon-signatories: State or regional economic integration organization that has not signed the Convention may apply to the bureau for observer status.\n\n o\tThe United Nations Secretariat \n\n o\tIntergovernmental organizations.\n\n o\tNon-governmental organizations.\n\n**Tentative outcome documents:** \n\nThe Conference of the Parties to the United Nations Convention against Cybercrime has the following outcome documents: \n\n- Resolutions: these resolutions address technical matters within the scope of the Convention. The rules of procedure state that States parties should make every effort to adopt resolutions by consensus. When no consensus is reached, the text is either amended or withdrawn. \n\n- Report: these reports contain summaries of the deliberations and will be adopted by consensus at the end of the meeting. \n\n**Tentative structure and flow of debate:**\n\n- Election of officers, adopt the agenda\n\n- General discussion, during which time is allowed for States to **make statements on draft resolution(s) which will be drafted by participants in advance.** \n\n- Deliberations are held on issue of \u201cprevention\u201d\n\nThe UN Convention against Cybercrime has a specific chapter on preventive measures, through which **States parties commit to prevent cybercrime.**\n\nMember States recognize that prevention is a multi-stakeholder effort and that the private sector, civil society, and academia must work together with governments to prevent cybercrime.\n\n**Proposed preventive measures include:**\n\n- Strengthening the security of services, technologies, as well as of users;\n\n- Keeping abreast of technological developments and monitoring trends in criminal activity;\n\n- Awareness raising of the general public on the safe use of digital technologies;\n\n- Promoting safety measures for children, as well as gender-based violence committed through ICTs.\n\n**In overview, the program is expected to follow 4 stages:**\n\n- Research & draft (for resolution (s) which will be facilitated in advance)\n\n- Statements: Presentation on statements and suggestions\n- Adoption of report and resolution(s).\n\n**4.\tParticipants and Acknowledgement**\n\n**- Participants:**\n\n- Delegates who participate in the Signing ceremony, under the age of 40.\n\n- **Registration to participate will be open until 15 September 2025.**\n\n**(Link: https:\/\/forms.office.com\/e\/Uwk663nXCC?origin=lprLink)**\n\n- The organizing committee will verify their accreditation status and confirm participation by 22 September 2025.\n\n- Delegates are required to inform their emails for communications in preparation for the MUN.\n\n- Maximum 03 delegates allowed per delegation.
