Requirements for Statements**\n\nWe invite Heads of Delegation of all States and regional economic integration organizations to deliver up to **five-minute remarks** during the Plenary session of the Signing Ceremony. Time allowing, international and regional intergovernmental organizations, and other multi-stakeholders will be given up to three minutes for their statements.\n\n**2. Time and Venue for the Plenary Session**\n\nThe Plenary session will take place in the **Main Hall, National Convention Center.**\n- **High-Level Segment:** 2:00 p.m. \u2013 3:00 p.m. on 25 October 2025 \u2013 for speakers with the rank of Head of State and Head of Government.\n- **Plenary:** 3:00 p.m. \u2013 5:00 p.m. on 25 October 2025 and from 9:00 a.m. on 26 October 2025 \u2013 for all other speakers.\n\nPlease note that the above schedule may be adjusted in real time based on the list of registered speakers. Delegations are encouraged to follow the Plenary proceedings closely.\n\n**3. Order of Statements**\n\nStatements will be delivered in the following order:\n- Signatory UN Member States and other signatories;\n- Non-signatory States;\n- International and regional intergovernmental organizations;\n- Multi-stakeholders.\n\nWithin each category, **Heads of State and Government**, as well as **Deputy Heads**, will be given priority, followed by ministerial level representatives. Other speakers will follow the registration order.\n\n**4. Language of Statements**\n\nStatements are expected to be delivered in one of 6 UN languages (Arabic, Chinese, English, French, Russian, and Spanish) as interpretation into **Vietnamese** and the **six official UN languages** will be provided during the Plenary session. Any delegation wishing to deliver its national statements in its native language is requested to arrange its own interpreter.\n\n**5. Registration for Statements**\n\nDelegations are encouraged to confirm their intention to deliver a statement **as early as possible**, preferably before 22 October 2025. Please indicate the name of the speaker, their position and the language the statement will be made in. Please indicate any scheduling factors that you would like to be taken into consideration by the organizers.
