Background

The digitalization of economies and societies has created unprecedented opportunities for innovation, growth, and global connectivity. However, it has also enabled the rapid rise of cybercrime, which continues to escalate in scale, sophistication, and impact. From ransomware attacks and data breaches to online fraud and critical infrastructure threats, cybercriminals increasingly exploit digital space and intentionally function across jurisdictions.

 

In this context, the role of public-private partnerships in preventing and responding to cybercrime has become indispensable. Law enforcement agencies and private sector actors, particularly those operating digital platforms, financial services, and technology infrastructure, possess complementary capabilities and information that – when shared – can significantly improve prevention, detection, and disruption of cyber threats.

 

The UN Convention against Cybercrime provides the first global legal framework to enhance international cooperation in combating cybercrime. It recognizes the essential role of multi-stakeholder collaboration, especially between governments and private industry, in securing cyberspace.

 

This high-level roundtable, convened alongside the Convention’s signing, brings together heads of police agencies and top executives from the private sector to deepen collaboration, align strategic priorities, and explore actionable models for partnership in the fight against cybercrime.

 

Objectives

The roundtable aims to foster strategic dialogue between senior law enforcement leaders and private sector executives to:

  • – Identify concrete avenues for operational collaboration in cybercrime prevention and response.
  • – Share experiences, tools, and case studies that demonstrate effective public-private cooperation.
  • – Examine how the UN Convention against Cybercrime can serve as a foundation to enhance trust, data sharing, and joint action between sectors.
  • – Highlight key challenges – legal, operational, and technological – that must be addressed to enable more effective partnerships.
  • – Define priority areas for capacity-building, policy alignment, and joint initiatives in the implementation phase of the Convention.

 

Methodology

The roundtable will feature an open, high-level dialogue among heads of police agencies and senior executives from key private sector industries. Following brief opening remarks to set the context, the discussion will unfold through moderated, conversational panels focused on topics such as operational collaboration, data sharing, and the role of the UN Convention against Cybercrime in facilitating joint efforts.

 

Rather than formal presentations, the format will encourage participants to share experiences, challenges, and forward-looking strategies in a dynamic and solutions-oriented setting. Audience engagement will be integrated throughout, creating space for interactive exchanges and practical insights to support effective public-private cooperation.
