- Reasons – Background
The rapidly evolving cyber landscape means law enforcement, criminal justice officers, investigators must continuously update their skills, to stay current on technologies, criminal methods and emerging threats and must work with each other, either bilateral or regional – internationally.
The United Nations Convention against Cybercrime, adopted by the UN General Assembly in December 2024, includes a strong emphasis on capacity building (Article 95) as a core component of its framework for combating cybercrime globally. The Convention includes specific provisions and commitments to:
- – Provide technical assistance to States Parties that request support.
- – Facilitate training programs for investigators, prosecutors, and judges.
- – Promote knowledge sharing and best practices through international cooperation.
- – Support the development of national cybercrime strategies and digital forensic capabilities.
A high-level side event on this topic alongside the signing ceremony of the UN Convention against Cybercrime will not only attract the attention of participants but also be an opportunity for participants, especially law enforcement and criminal justice officers, to initiate exchanges and ideas, in preparation once the Convention comes into effect.
- Objectives
- – Introduction of areas for capacity building: digital evidence, digital forensics, cybercrime investigation, virtual assets/ cryptocurrency, online child sexual exploitation and abuse.
- – Emphasize the importance of capacity building globally: Strengthening one country’s capacity helps protect others
- – Identify potential of technical assistance, resources mobilization & distribution under the framework of UN Convention against cybercrime.
- Methodology
The 70-minute high-level side event will feature one presentation and two plenary sessions with invited speakers from member states attending the signing ceremony sharing the best practices, the importance of capacity building and mechanism under the framework of the UN Convention against Cybercrime. The plenary will be facilitated by a moderator.
