Implementing Effective Anti-Money Laundering Measures in Combating Cybercrime and Recovering Illicit Assets

Side Event Description: The event will bring together representatives from Member States’ public and private sectors to share practical experiences, challenges, and good practices in integrating AML frameworks into cybercrime investigations. It will specifically focus on tracing and recovering proceeds of crime held in virtual assets, requiring swift cooperation between law enforcement agencies, Financial Intelligence Units (FIUs), and the private sector. Panelists will highlight efforts and lessons learned in applying financial investigation methodologies to complex cybercrime cases, involving predicate offences listed in the Hanoi Convention.


The panel discussion will emphasize opportunities provided by the Hanoi Convention to streamline procedures for cross-border asset recovery, foster trust between national authorities, and build operational partnerships for financial intelligence sharing. By showcasing global perspectives, the side event aims to contribute to shaping practical pathways for following the money in cyberspace and ensuring that investigators, prosecutors, and policymakers can effectively deprive criminals of their illicit gains.

Objectives:
To highlight the relationship between Sections 17 and 31 of the Hanoi Convention and their alignment with international AML/CFT standards, including FATF Recommendations.
To showcase good practices in applying AML frameworks and financial investigation methodologies to cybercrime cases, particularly those listed in Sections 7-16.
To promote a risk-based approach to cybercrime enforcement, particularly regarding emerging technologies, ensuring proportionality, judicial oversight, and due process safeguards.
To generate actionable recommendations for technical assistance and capacity building to support States Parties in implementing AML measures for freezing and confiscation.
