Background
The newly adopted UN Cybercrime Convention seeks to strengthen global cooperation in combating online crime, including through the transfer of new technologies (Art.54). Against this background, the event will showcase Brazil’s pioneering experience with RAPINA, a specialized software developed by the Brazilian Federal Police to process, prioritize, and manage the vast number of reports received from the National Center for Missing and Exploited Children (NCMEC). RAPINA centralizes data securely, ensures traceability, and enhances investigations by enabling correlation, prioritization, and monitoring of cases, which has directly contributed to the rescue of numerous children and adolescents. RAPINA stands out as a concrete example of innovation and best practices, contributing to the recently launched “Growing Up in Peace: A Justice and Public Security Strategy for the Protection of Children and Adolescents”, developed in Brazil with the support of UNODC.
Due to its success, RAPINA has become an international model and has been deployed by the Portuguese Judiciary Police. With the support of UNODC Global Programme on Cybercrime, UNODC and INTERPOL have been partnering with Brazil to promote the tool’s adoption in other countries, including through the development of a lighter version accessible to agencies with fewer resources. The side event is expected to feature the participation of Brazil’s Federal Police, INTERPOL, and the UNODC Global Programme on Cybercrime.
