Safeguarding Citizens and Strengthening Digital Trust in the Implementation of the Hanoi Convention

Side Event Description: As part of the side events under the Opening Ceremony of the United Nations Convention on Countering Cybercrime (the Hanoi Convention), the panel discussion focuses on strengthening intersectoral collaboration and fostering public trust in a safe and resilient digital environment.
Throughout the sessions, representatives from the Ministry of Public Security, the National Cyber Security Association (NCA), the State Bank of Viet Nam, social organizations, technology enterprises, and international partners exchanged insights on major cyber challenges and solutions in the new era. The discussions explored the growing threat of AI-driven scams—such as voice and video impersonation or biometric fraud—while emphasizing the importance of early detection and response strategies to minimize damages.
Financial institutions and cybersecurity experts analyzed emerging forms of digital financial fraud, proposing frameworks to reinforce security and public confidence in online transactions. Attention was also drawn to the protection of vulnerable groups, including children, women, the elderly, and persons with disabilities, highlighting the need for cross-sector cooperation and early-warning mechanisms between digital platforms and social organizations.
The dialogue further underlined the importance of developing advanced human resources in cybersecurity—ranging from big data analytics to AI-based defense—through partnerships between government bodies, universities, technology companies, and international organizations.
The event concluded with a joint statement reaffirming the commitment to preventing online risks, forgery, and digital fraud, thereby realizing the vision of the Hanoi Convention for a secure and trustworthy cyberspace.
