United Nations Convention Against Cybercrime Signing Ceremony

Your Excellencies, Distinguished Guests, Ladies and Gentlemen,
1. It is a great privilege and honor for me to represent the Kingdom of Cambodia at this
Signing Ceremony for the groundbreaking UN Convention Against Cybercrime. Today’s
gathering in Hanoi is a testament to our shared commitment and collective resolve to act
as guardians of the digital era. We are confronting a challenge that no country can solve
alone — a challenge that we can overcome only through unified action.
2. Cybercrime transcends all borders. Yet for too long, our responses have been
fragmented. The signing ceremony this morning puts us on a path toward coordinated
action, shared responsibility and mutual trust. I am confident that it will empower us to
share electronic evidence across borders and extradite suspects, ensuring that
cyberspace is not a safe haven for criminals, but a secure domain for all.
3. The global cost of cybercrime — including direct losses, ransoms, theft and reputational
damage — is estimated at trillions of dollars each year. As these alarming numbers
grow, our response must be swift and effective. The Convention is an essential tool to
help us combat such activities effectively.
4. In policymaking, legal frameworks and law enforcement, each nation has different
priorities. It is imperative that we align our national priorities with this international
Convention, making it a shared pledge to act and protect our citizens.
5. For Cambodia, the Convention enhances our mandate to promote cyber hygiene and
establish incident-response protocols that align with international standards. We are
building a skilled cybersecurity workforce to protect our citizens from threats such as
online fraud, data breaches and violations of personal privacy. To this end, the Royal
Government of Cambodia is deepening its crucial partnership with the private sector.
6. In closing, allow me to reaffirm Cambodia’s unwavering commitment to this essential
international agreement. We look forward to working closely with all member states in
implementing the Convention, and translating its provisions into concrete actions.
