Viet Nam promotes the Hanoi Convention Signing Ceremony at the Latin America Regional Preparatory Meeting
The delegation of the Ministry of Public Security of Viet Nam, in coordination with representatives from the Department of International Law and Treaties (Ministry of Foreign Affairs) and the Permanent Mission of Viet Nam to the United Nations in New York, participated in the Latin America Regional Preparatory Meeting for the 15th United Nations Crime Congress, held in San José, Costa Rica from 5 to 7 February 2025.
During the opening session of the conference, the representative of Viet Nam’s Permanent Mission to the United Nations (New York) emphasized the importance of crime prevention and the development of effective criminal justice systems as vital tools in combating diverse forms of criminal activity. The delegation reaffirmed the strong commitment of the Government of Viet Nam to promoting international cooperation in the fight against cybercrime, as reflected in Viet Nam’s hosting of the Signing Ceremony of the United Nations Convention against Cybercrime, known as the Hanoi Convention in 2025.

At the side event dedicated to promoting the Hanoi Convention Signing Ceremony, the representative of the UNODC Secretariat highlighted the significance of the Convention and commended Viet Nam’s efforts in supporting the global community through its role as host of the upcoming signing. The representative also acknowledged Viet Nam’s active preparations to ensure the success of this milestone event.
Speaking at the side event, the delegation of Viet Nam elaborated on the importance and role of the Hanoi Convention, particularly for the Latin American region, one of the regions most severely affected by cybercrime yet facing significant limitations in cybersecurity frameworks and legal safeguards. The delegation shared updates on Viet Nam’s ongoing organizational efforts and reaffirmed the country’s determination to deliver a successful and inclusive event. Viet Nam also expressed hope for strong support and close cooperation from international partners.
During exchanges at the event, the Canadian delegation recommended that Viet Nam facilitate the participation of private sector stakeholders and non-governmental organizations in the signing ceremony. Canada also proposed the organization of a related side event during the upcoming West Asia Regional Preparatory Meeting scheduled for April 2025.
Following the session, several Caribbean countries expressed interest in attending the signing ceremony in Hanoi. Viet Nam, in response, provided information to interested delegations about the possibility of receiving logistical support from UNODC to facilitate participation. The delegation also encouraged countries to actively monitor developments and submit official expressions of interest to UNODC regarding participation in the signing ceremony.
